Delete a marketing message campaign

Delete a marketing message campaign. The id is passed straight to Meta's delete — identical to the in-app delete, with **no reference checks**: deleting a campaign that an existing marketing message still points at is allowed (that message's sends will then fail). Pass the list item's top-level `campaignId` to remove the whole campaign.
